Hey SlayerEW, some forums (Announcement, FAQ, and closed forum sections) are closed off for posting new topics by regular members.
In the case of the FAQ, it's more like question threads are moved there from elsewhere if they're pretty relevant to the growing FAQ list.

Well, we have the 360 second rule (and the limits of New Scratcher overall) so that trolls (cyberbullies over the internet) can't join and spam all over the place, ruining the site.
With the New Scratcher status, however, moderators can easily catch trolls before they make a second post and ban them.

Oh yeah, I know why the rule is in place, it's just annoying. I'm pretty active though already (I have about 33 posts between forums and projects in one day).

However, you're new. It takes an average of about a month for one to become a "Scratcher". I say "average" because it can be more or less.
