Won't allow me to change my picture

I've been trying to get it to allow me to change my picture to an animated gif I made but it won't let me. Why wont it let me.

yeah, i made a picture for myself on photoshop, and it won't let me change it.

I make Pokemon styled battle animations, and I also have tons of VG music files, and will submit a collection of them occasionally. And I DO NOT do requests anymore.
