You go to sounds in any sprite or stage- whatever is making the sound. The sounds icon should be just next to where you can switch from scripts to costumes. There you can import or record sounds. I hope I helped XD

To get a sound, you go to the sound tab on any sprite, then click import on the top, and you choose a sound from a file. Then you can put it into a script with a play sound ___ block. I hope this helps!

Another method I use because I usually don't have the sounds I want on my computer is if you have a microphone, you can go to Youtube and record the song you want into Scratch using the record button, also under the Sound tab and next to Import.
