Install with default settings.
The default path is: "C:\Program Files (x86)\Scratch\"
The start menu shortcut doesn't work because it points to:
"C:\Program Files\Scratch\Scratch.exe" "C:\Program Files\Scratch\Scratch.image"
Also the working directory points to nonexisting directory
"C:\Program Files\Scratch"
The work around is to fix the paths in the shortcut. After that everything works.
