Thanks to an idea from scmb1 and JTxt, and some work done by paulmedwal (creator of clutter), the newest projects row now displays a random selection of recently shared projects each time the homepage is loaded.
This means that when people submit a new project, it has a much better chance of being viewed on the front page - not by everybody, but at least by some of the people who are viewing the homepage. Previously, only 3 projects would be shown to everyone until the cache renewed (and all the other projects shared in the meantime would skip the front page).

oh dear it seems someone has already figured out how to abuse this someone with... quite a few usernames posted a project under mulitiple usernames and about every third time or so the project comes up... maybe it could be modified so that projects with the same name don't come up together at the same time?

Are you sure that what you are seeing is abuse? When we see giant streams of projects that look the same but are shared by different accounts, the culprit is usually a school / classroom.
Even if it is someone trying to get their project viewed by sharing it to a lot of accounts - there's really not much advantage to this. Each project will only get a few views / love its / comments, and it's not likely to add up to much. And of course when we discover people attempting to game the homepage, we block them for going against the Terms of Use.

ah yes it may be a school! the usernames were mostly a string of numbers... so it's quite likely that! i just wanted to let you know that it may be a problem at some point. thanks

yeah i noticed that. i refreshed the page and there were new projects, and then i did it again immediately, and there were new projects, and I kept on reloading the page and the new projects kept switching, and at first I was like, "Scratch is getting a lot of projects" and then I thought, "hmm" lol.

can't it be that it shows the most recently uploaded projects, instead of a random selection from new ones

That's what it was like before - Not all projects got on the newest projects, so that had to change it to this.
