I can make that in gimp. Just add a person to a picture of some old house, increase the transeparency of the person, make it black and white, then save it as a low quality jpeg.

It looks like it's from an old movie.  Very easy to make, I'd think.  Also, there's no scientific evidence of ghosts.  Scientific evidence would be hard to come by.  Any video could be tampered with, any audio could be faked, any photos could be 'shopped.  So, yeah.  No ghost.
