How to make a shooting game.

Basicly what I want to do is make a game where the mouse pointer controls the aimer and you shoot guys in the head.
How do I do this?

Take a look at my x-wing fighter game.  It is basically the same concept.  A First-Person shooter except instead of people you are shooting tie-fighters.
