I DO think that New Scratchers should be allowed to post in miscellaneous.
But not without limits:
1. They cannot post topics.
2. They get an 1000 second rule, instead of a 600 second rule.
3. You violate the TOU in miscellaneous, and no more misc for you, until you become a Scratcher.
What do you think?
(I know that I'm a New Scratcher, but I ain't no n00b. I've been observing the site for 6 months. I'm only new because I got around to making an account yesterday)

Well, there's a lot of spam that comes out of Miscellaneous. Posting in Miscellaneous isn't exactly necessary to the whole purpose of Scratch - it's a privilege. You must earn the right to post their by proving yourself worthy in other areas of the forums.

Also from a technical aspect, I don't think they can change the 600 second rule to 1000 in just one forum (or at least easily).
