So? I find it over done. I mean really, ten freakn' minuets to post a ten second reply.
Now, if the Forum Mods are to slow that they can't keep up with spam (with a forum like this too) then I highly think they need to reconsider their jobs. I hardly ever see a post come up even after 3 hours. Let me stress this; it's SLOW and I'm going to look like an idiot if that doesn't work. Oh well.
Spam in here would look like a sore thumb. It's as simple as this: Lock Thread>>Ban User>>Ban IP>>Ban Email
Boom! 1 spammer down, an army to go. Scratch team, [inappropriate term removed by moderator] and ban emails, IPs, ect. It's your forum. Anything they, the people, post is what you own. They may be kids here, but they need to lear to respect the bigger man.
'Bout you, Forum?

You are a "New Scratcher", so you get the 600-second rule to protect against history repeating itself with a flurry of innapropriate trolls that once spammed the site.
Once you become a "Scratcher" this is taken away and reduced to a minute.
But be patient, it can take up to two-months to be promoted.

Here's more information on your limitations before you make a lot of these topics :

Its better if spam never happens than its constantly happening then getting deleted.
Also, if I am correct normal moderators do not get paid, its not really a job.
These forums are fast compared to most, you have probably just got used to ones on big games that have tons and tons of moderators to handle the traffic.
Like others have stated, its only 10 minutes for new scratchers to stop tons of people just coming on, spamming, then leaving and not caring.
If they do not really even use scratch properly a ban is not going to effect them in the slightest.
Also, if its a planned attack from another on-line community, (I think this happened once, at-least on another site I have been on) people will just keep on coming and mods can not really do much about it.
Its much easier just to make users who are still begginers wait a little.
