Yes, but that single control uses a pre-made web browser so you aren't actually making your own. Although I have problems converting strings to urls. VB doesn't like it. And I don't know how to get the IP address of the current page.

Anyway, you need to get a compiler to be able to run the programs. I use Visual Studio, so if have Windows, like me, then I'd recommend it. (Just google it.)
Tell me when you are ready to start the basics. Maybe we could mae a C++ learning thread and then other people can see too and learn as well.

Well, I'm interested in reading it. I need to brush up on it. My C++ skills might be a bit out of date, and are more focused on writing programs to calculate things (like using scientific formulas) and not game design.
