DRAGONBALLZ: couldn't someone make a game like this: make it vidgamish

U know those dragon ballz games found on many game systems? Well couldn't someone make a game which looks like taht with better visual affects? EX: Choose a character, STADIUM, etc.

Please reply if u have an idea.
