Wait -- are you trying to upload a project from scratch? If you are then it may be that you got banned or a glitch of some sort. It doesn't appear you got banned since you've been here for such a short amount of time and you can also post on the forums.
Are you banned anywhere on the site? And, has this happened before?

Hey Lonewolf122, because of the way the administrator function are set up on the Scratch website, community moderators have no access to the part of the ban list that is responsible for blocking project uploads from certain IP addresses, so us mods cannot say anything on the issue.
The nature of the IP problem here will probably have to be taken care of by the site administrators (Scratch Team). I sent a report to the Scratch Team to look into this situation.

Looks like that IP is associated with a blocked account. You should probably contact the Scratch Team directly using the Contact Us link at the bottom of every page to sort this all out.
