The first one might result in spam, you have a point.

as for the second one, the normal "Who's online?" isn't particularly useful at all.

But there was no effort involved in putting that in there. Making a "Who's viewing this thread?" section would require a lot of effort for something that's not useful.

There already is something sort of like your second idea. At the bottom of the main forum there's something there just like it.
