There should be private messaging on scratch.
It would be helpful if you want to tell someone something without going off topic on a forum, or wasting a spot on the comment list.
Admins and moderators could track PMs if needed, and a report button could be used if someone sends an offensive message that was meant to irritate or sadden the recipent (i dont think thats how you put it...).
Some uses for PMing could be...
-Commending someone who was replying to a forum post, or has made a post not for members who is not affected by the post.
-Telling someone something more on the personal side that wouldnt want to be shared publicly
-or a secondary communication source other than email, forum, etc.
Thank you.

But that would also mean more work for the scratch team, because personal info and insults can be given privately instead of it just being a comment or a forum post.

Ah, but this has already been answered by a Scratch Team member:

No.
Because keeping things open and public allow for things to be transparent. Inappropriate behavior is easily spotted and the benefits of having private communication do not outweigh its disadvantages.
There are other places on the web that do a better job at private communication.
So, in short, there won't be PMing
