That's simple, he simply "draws" a line from each tile that he could pick to Pac-Man then picks the tile with the shortest line. If two lines are equal he picks the tile with this priority: up, left, down, right (so if the up and the right were equal, he would go up.)

I read a page that explanes the details of pac-man a while ago.
