Where do I get Photo Filter?

I have seen that some people have been making projects (eg. Example 1 and Example 2 ) and they say they use photo filter. Where can I get it (what is the website/link?) and how do I download it? Could you not just say type Photo Filter into google etc. because there are at least 15 different answers!
