If you mean that's what they have to do to become normal scratchers, no they are promoted after 2 months on the forums. They aren't new scratchers on the site, only on the forums.

15 days is for a forum signature. I thought it was 2 months but in Murpho's case it was 1 month and 4 days. He said 3 months because that's how long he joined scratch for, not the forums.
