That sounds like you don't have the latest version of Scratch... try getting Scratch 1.4.

Jonathanpb is right, when a 1.4 project is opened in a lower version of Scratch, this usually happens.

Mk, So I got 1.4 and it goes like this:
Go to project>Download>Goestoscratch>Remixes>Then...
How do i get it back online? Do I share it under my name? I can do what the project requires, how do i re-submit/submit a remix?

After downloading the project and remixing it, click share in the Scratch program. Type in your login info. In the project title area, if there is a [1] or something like that, you can take that out, but other than that there has been some issues with changing the whole name of the project. Upload the project. When you upload it, it will automatically say:
Project by Arcentaus based on someone's project.
