Instead of this I'd vote for Black colored Group Blocks with editable titles.
You could then put your code connected below the group blocks and when you double click on the group block, it'd hide (collapse) the code; double click on it again and it would show (expand) the code.
So I guess what i'm saying is that if it's done right, then it's a real good idea and I support it. I'd vote for it, but I'm new so i can't :p

Do you mean sort of like a BYOB style block creator, but with a block that could be double-clicked to show the code?

This is why I like my idea better: Colapsable c-blocks! That way, you can colapse only a selected section of a script!

And what if, by default, all scripts were expanded when shared? Collapsing is really only for the programmer's use, right?

That would probably be a good idea, because then if they opened a newer project in an older version of Scratch, the scripts wouldn't be collapsed.

Good idea. Although I feel collapsing and labeling scripts might help programmers organize their projects more effectively for downloaders. You can always uncollapse scripts on a project you downloaded if you want.

My related idea: Pinchable Scripts! You could drag down the side of any Cblock and things in that area would turn into a ... in the Cblock. Sorry I can't make one.

That's a good idea, but I made it better. Maybe you could right click on the block and choose 'scrollable.' Then the Cblock would change to a fixed size and have a scrollbar on the edge of it. This is what it would look like:
