There are a few ways, a few of them not very good.
Not Good Ones:
1.Saying you've quit then coming back on. That just annoys people.
2.Spamming hugely. You'll be famous for SPAM.
Good Ones:
1.Being nice. You'll have a ton of friends!
2.Practice programming & drawing.
Neutral Ones:
1.Kind of quitting one account and going on another account to clean off your reputation. (I might be doing that sometime soon, cuz most of my projects are characters.)

Of course, you can always go the easy route and become infamous. That's famous, with two extra letters, so it must be good! Just follow these easy steps:
- Post awful drawings with no sprites and no scripts
- Tell people to view these projects by posting links randomly
- Say random things with no grammar and spelling at all
Note: I'm not making fun of you, I'm making fun of the people who have chosen to take this route.
More seriously now:
I don't really care who's famous nowadays. I don't think of myself as famous, and I don't really care if people think I'm famous or not famous. A lot of the stuff on the front page is rubbish (lol), anyway. There still are some good things that get on the front page, however.
I think of famous as being well-known; ie. having a lot of people friend you and view your projects.

If someone had come to scratch to become famous then what is the point if they don't have fun slaving away at hundreads of projects to become famous? For me you're lucky if I even release one, mainly because I don't find it fun.
It's like achievements on Xbox live. Most of them are quite fun to complete. If they didn't have fun getting achievements than there's not much to be proud of in that one little measly five gamerscore when you're going for the 1000s. Achievments are what they state: Something you can be proud in.
All scratch projects I see are achivements, but what's the point if you don't have fun while doing it?

Dress-up games, can't go very far. The longest they can do is a "put the right dress on for a party" sort of thing. Have you tried any of the following...
Platformer?
Puzzle?
Text-based?
These are normally the ones that can go far. For example for a platformer you can go for differnt levels maybe allow a choice of character. You could offer a sort of storyline.
