Scratch itself can't do full 3D graphics if you're drawing sprites. But there's ways of using the stamp tool, pen tool and variables etc: to do 3D style projects, but it's a bit complicated 
.
Anyway, this looks like a 3D engine which might help:

Try downloading the project and looking at it's scripts.
