Well, I think there should be a different message for New Scratchers when they get the 10 minute rule or whatever. It should say "We are sorry, new members, but you must wait __ minutes/seconds till you can post again. If you cane here to spam, leave, or wait your eyes out of their sockets." or something like that.

^ Agrees. I think just saying "You must wait 600 seconds." seems a bit too much if it's going to be that long.
A friendlier message letting them know it's only for a short while couldn't hurt, right?

Kudos to the scratch team, for this great feature.
This truly does cause some pain to the users of scratch (New Members), but if you really wanted to stay in the scratch community without any mischeivious intentions you wouldn't feel this new ruling at all. Not only that it actually helps new members give more thought into what they post since they are not just rushing and waiting a minute.
I think it was a great that Lightnin and some of the scratch team went to SuperSpites. They would of never of gotten the idea if they hadn't gone there.
