Sure you are! At the moment I'm getting a fellow Scratch member to help me fix a project I'm stuck on. I've uploaded it and they're going to download it for me and hopefully fix it so that I can do some more work on it and then upload it again.

Of course you are! You're allowed to post pretty much anything on the Scratch website, as long as it's appropriate for all ages. In fact, a number of users would certainly be happy to offer suggestions on whatever you post.
