It's a new category to prevent spammers
It works in theory but in practice it also blocks out potential new forumers.
Thankfully, I'll be leaving soon and won't have to put up with it for much longer
Now, I must leave this topic before I go on a huge rant

Well, the administrators would have to do it manually once the user has proven himself in some convoluted way, which is practically impossible with the 17-minute rule and not being able to post anywhere.

What happens is, that Scratch gets automatically promoted to a member after x days, at which point they have precisely the same permissions as you. New Scratchers have some limits on what they can post, where they can post, and when they can post.
