Hmmm.... actually, I don't think they would be of much use during then, but they would still be around to send the reports.

It's to encourage users to help. More people with report, help problems, etc. to get higher ranks, etc..

In THIS thread. People report more, etc..
And besides, we're not that many yet. Not even 20. Oh, and don't call them badges. Call them Ranks
