I need help with finding a 3D engine where you can make 3D characters

i downloaded this thing called 3DSTATE but i dunno how 2 make 3D people, like how they do in Final Fantasy or Kingdom Hearts, now i know that i cant get THAT good quality 3D renders, but if you know of anything where you can make some thing like that, please tell me! :3

How does this fit in advanced topics, as Scratch does not support 3D.
