To be a proffesional golf player, you need sponsors. Theres also the experts who can be as good as a pro, but of some strange rule which excludes them.

But you could look at it another way, It may encourage the users to increase their skill at scratch and strive to make better projects.

However, the group is all inclusive, so no scratcher, however amateur they might be, would be excluded from the "professionals". The name is just for show, it really has no implied negativity to others.
