Since this doesn't seem to be directly related to Scratch, I'll move it to the Miscellaneous forum.
What's your opinion of the Max/MSP/Jitter 5.1 program that you provided a link for? Have you tried it out? What does it do well and what could be improved?
I'm a bit confused by this post...from the title, it sounds like you are giving us a solution for how to create music...but from the body of the post, it sounds like you are looking for a solution. Is it some of each?

uhm... I think I'd stick with FL studio or Sonar
and there really are no free music makers, it's pirate or nothing, unless you want to spend several hundred dollars

Maybe I'm misunderstanding what you want, but Finale Reader is free. I have Finale PrintMusic, one of their other programs, and I like it a lot. I assume Reader is like PrintMusic with a few less features. You have to be able to read music to use it.

Audacity is used for recording and voice effects and rarely any use for making music,I reccomend Garage Band which is on the Mac by default

Linux MultiMedia Studio is the best for creating tracks, loops, and instrumental songs. It's free, and available for Windows and Linux.
For Mac, there is, of course, GarageBand, and Ardour.
