But no one likes them.

But pressing love-it would get them more loveits, therefore either
A) Stating you're glad they're leaving, which is just rude, or
B) Giving them what they want, making sure they don't leave, and encouraging more of these projects.
Neither is a very good thing. Therefore, a bad solution.

Put the love-it on their other projects, even if they are awful. It isn't like you have a limited amount.

But by putting a love-it on their project, you're supporting what they're doing and just getting them what they want: fame, which they don't deserve, considering all they did was a 0-sprite-0script project which says "OMG I'M SO UNDER-APPRECIATED IF U DON"T GIVE ME 2000000 LOVE-ITS I QUIT."
That requires no programming ability and also teaches bad social skills. What they deserve is to get no love-its, because that's not how the world works. It's not a socially correct thing to do. I'm sorry if I sound kind of rude, but that's what I think is right.

Hate its?
Perhaps a rating system would be good but the Scratch Team thinks little kids would get disencouraged if they get low ratings.
