On the about page, it says (when translated by Google):
Scratch project has been moved into Arabic by a team from the Faculty of Information Technology in United Arab Emirates University, and in collaboration with a group of specialists in the Olympics, the Syrian Information
Scratch adopted the project was transferred to the Arab financial support from the Emirates Foundation for Philanthropy.
So that explains it!
