I just recently looked at the community stats for the website. I made a sad discovery.
There are almost 500,000 registered users.
Only about 125,000 users actually make at least one project...
That means approximately 25% of the community actually made at least one project...
This is sad because the "community" is smaller than we think. 75% of us are playing RPGs, chatting on the forums, and viewing projects without making them. What's even more disappointing is that the Scratch Team doesn't seem to notice this: in a promotional video for a contest, they mentioned the number of registered users but didn't specify how many of the users actually made projects.
I think we project creators should take action. We should start a campaign of some sort to convince others to make good projects. I'm not necessarily calling for requirements, but I do want others to stop being lazy and contribute their creativity to the community.
What do you think, Scratchers (who actually make projects)?

Some scratchers could be forced to sign up by their school so that they can download, and then never come on again though...

Yes, that is very sad. One should differentiate between a member of Scratch and a Scratcher.

I know. I can't say I'm one of those people, as I tend to shy away from the Inspiration and More forums, and I love the Scratch program itself, and love to help out people who can't seem to get anything programmed. Still, it's been quite a while since I last posted a project.

Note how that is promotional video. They're trying to get people to support them. Saying that only 25% of the users have actually created Scratch projects is not going to draw people towards the program.

That is true. However, many people have multiple accounts. In fact, I think I have about 6. Two of which were inherited from Bluestribute, and actually have projects on them (These accounts are tutorial_maker and CFCRubiks). Two of them are useless accounts, though both of them have projects on them. One of them is a test project account, and has multiple projects on it. And one of them is me But a lot of people have created accounts which don't have projects on them as an aside, and then forget about it the next day.

Yes, we definitely need to encourage making Scratch. Ideas on how to do that, anyone?

We need to provide incentive to make the projects... Like more chance to get to the front page... I don't really have that many ideas, sorry.
