Can you give us any details about your setup?  Such as:

What type of operating system are you using? 

What version of Scratch are you running? 

What kind of network are you hooked up to? 

Is there any kind of Parental Control software running on your PC?

I use scratch 4.1, there ar no parental controls on the computer.
