What the heck you would do with that, also, i need to construct or buy? If scratch is free, this meant to be free too, was better to the sensors to be with the PC or Laptop, like, hold your laptop and spin it, but need this cardboard?

Many things, you can tell Scratch to detect the input of the board for various reasons.

The materials used to construct it aren't free.
The Picoboard (formerly Scratch Board) is a bunch of sensors whose output can be used by Scratch in many ways, such as detecting the amount of light near the board.
