To do that, you would have to have an app that could hack into the Scratch Website just to change the 60 second rule off.

Even if that was possible, it would still be against the rules and you will be banned. Also, why would you want to take off the 60 second rule? It exists to stop spam.

Yet almost every commercial spammer in the world spams once per forum.

Where so on the rules does it have any rules against this. You can't get banned if your not doing anything wrong anyway.
