If you were to design the 5th gen Pokemon Gym Leaders...
I would put:
Gyms(in order):
Normal
Flying
Ground
Fire
Rock
Fighting
Dragon
Grass
Elite 4:
Psychic
Ice
Ghost
Water
Champion(which would be me 
):
ALL DUAL DARK TYPES (I'm thinking Weavile, Houndoom, Honchkrow, Crawdaunt, Spiritomb, and Tyranitar)

Erm:
Rock
Water
Electric
Grass
Poison
Psychic
Fire
Ground
E4:
Ice
Fighting
Ghost/poison
Dragon
Champion has a varied team.
Just kidding. That's Kanto.
I think it should be: Grass, Fighting, Ice, Dragon, Ground, Flying, Water, Dark.
And the E4 should be: Fire, Poison, Rock, Ghost.

I never use my Ninetails I just don't really like fire Pokemon.....they seem weak whenever I try to use them. It depends of course, but still-
