When I started doing scratch very shortly after it was created in 2007, I didn't have an account because my parents wouldn't let me. It drove me crazy because I could not download projects and see how they were made. I thought this was very bad but luckily I found a way around it.
All you need to do is go to the project you want to download and in the adress bar type /download after the url. This should let you download any project from the site without an account.
