Open your project in Scratch, add project notes, then upload with the same name as before. It will replace your project instead of adding a new one, now with project notes.
(If in a hurry, you can also click right under "project notes" on the right side your project on the website... and type them there. but they will not be in scratch when someone downloads and edits/remixes your project.)
