I don't think this use of the logo is objectionable.  You're supposed to say "based on Scratch," and the logo makes it clear to people who know about Scratch that this is the Scratch you mean!  It would be different if you named it "PantherScratch" and used the logo.

That's supposing the installer runs for non-privileged users.  If not, the other link has to say "Other OSes and Windows files-only download."
