Can you change the file format of a scratch file?

You can turn a Scratch project file into an Exe using this program: http://scratch.mit.edu/forums/viewtopic.php?id=4148

You can also use Jens' chirp to export it as XML. However, the *.sb file format does not follow (to my knowledge) any file protocols, so I think that that's about it.
You can edit it manually as is, though.
