I have just recently found scratch through a computer sciences class in my highschool.
I wanted to have it at home so I could do more programming.
My problem is when I download and install it. When I open it, nothing works. For example, when I try to drag a block in, it just sticks to my mouse until I close the program. I can't click on any buttons in the program either. I am running Xp Pro sp2 (sp3 causes problems with my internet connection). If any more info is needed, let me know.

This sounds like a nasty case of computer lag.
There are a few questions that you can answer that might help us better tackle your problem:
1) What version of Scratch are you using?
2) Are you running any other application at the same time you're using Scratch? (This includes applications that may run silently, such as a virus or malware scanner).

I run many programs in the background.
Adaware
My Printer Driver
Memory Boost
And I usually always have Firefox running.
Probably more.
I don't think that is the problem though. When I have scratch open, I still have 2GB free ram and my CPU usage spikes at 11%.
I have tried using 1.4, 1.3, 1.3.1 (if that is different than 1.3), and the old one, I think it is 1.2.

Hmm...
From experience, I've had problems with Scratch with an AdAware scan running in the background. Have you tried to stop the AdAware scan when experimenting with Scratch?

This is from a school network, right? Students may not have permissions to disable things like that.

Hmm? From the first post it seems that upperlevel learned about Scratch from school and was trying to install Scratch at home.

I have tried running without ad aware to no success.
To be clear: I am not on a school network, I am at home.
EDIT: also, I wasn't doing a scan, it was just Adaware's livewatch thing or whatever.

I see.
Hmm... I'm rather stumped.
I'm afraid I don't know what else could be causing the problem. Maybe someone else here might know.

That should do it.

I ended all of the processes I could. No success. As I said, I have plenty of free RAM and CPU, so I don;t see how the open processes could affect anything.

This might sound crazy but... maybe try tweaking your computer mouse settings? If the problem isn't lag, maybe it's just the mouse settings.
This one's a rather tricky problem. I've never heard of anything else that would cause this besides computer lag.

You might need to ask your schools computer admin? Or maybe your computer/sciences teacher? You probably already did. This is hard.....

Why would he need to ask the school admin? He's on his computer with a home network. But the science teacher might work...

I think that you people on here are more qualified than my teacher to help me.
