There used to be a "close account" feature that would remove your account, but it was removed due to unpopularity. If you want an account removed, just e-mail the Scratch Team.

There used to be a button called "Close Account" on users' stuff, but it got removed because it was extremely unpopular - if a user got hacked, their account could be removed.
So deleting an account is currently impossible.
