I've seen some questions in the forums lately about blocking and stuff, so I thought I'd say a little about when we block Scratchers and why.
1. Why do we call it blocking?
Because we don't like the word "banning" - it sounds really permanent, heavy, and serious. We almost never "ban" Scratchers for long periods of time - we only do that if it seems like someone is really on the site just to troll - trying to create angry conflicts or post inappropriate stuff just for the sake of causing trouble. And even then it's a last resort!
2. Why do we block anyone in the first place?
If a Scratcher posts a project that is inappropriate, or leaves a comment or forum post that is disrespectful, we usually send a notification. Notifications show up in the messages area (linked to by the you have x messages pane). A common example is:
"Please be more respectful to others in your comments. Read the Terms of Use from the link at the bottom of every page. Thank you."
If whatever was going on continues, we send another notification. If it continues after that, we block the account. The block message that the Scratcher sees when they login will be something like "This account was blocked because it was used to post disrespectful comments / forum posts. Please contact the Scratch Team to discuss the situation."
The block page includes a form that the blocked Scratcher can use to contact us. Once they do, we talk about whatever was going on that led to the block. If they earnestly agree to be more respectful, and follow the guidelines in the Terms of Use, we happily unblock them - with no hard feelings!

Because Kenny Fails, so when other people see it, it is a way to warn people to avoid you, because you fail.

Unless you mean something like 'you are a failer of a test' it should be 'failure'.
