Why did I get IP banned?

Good. At least I work on the forums.
I don't think I need an IP ban. I am truly sorry for my previous actions. I would like a new account, but I would like this IP ban lifted. I couldn't do any harm playing games. You could just block all my accounts and block creation of new ones.
So can you tell me why I got IP banned?
And lift the ban?

It wasn't my choice of username! I was threatening a user named theTaro! I figured I wouldn't get in trouble because he was completely unknown! I forgave him, I'm sorry, I won't do that again, I want a new account, or at the very least, the ability to look at projects! This forum is the only thing I'm not banned on!

I did read the thingamajig. I emailed them. I told them this was unjust. But they ignored EVERYTHING. That's why I've resorted to this forum. I am sorry for my actions. I'm not religious, but:
