I was thinking, I like to look at projects that don't get a lot of attention, but I can almost never find them. So I was thinking, MAYYYBE, on the front page, along with the 'top viewed' section, we could have a 'least viewed' section It would help un-popular members alot, and maybe save scratch!!

Save scratch? Scratch is being attacked by aliens? Seriously, what do you mean by save scratch?
Anyway, a lot of the time, a good project will have more views than a bad project (when it comes to un-popular members, popular members is just a bit wacky). So really, you want to give people who have just made a one second drawing of a waffle front page?
People aren't popular for a reason. Maybe they lack knowledge of scratch (and can't make amazing projects). Maybe they constantly spam. I'm pretty sure that if you post helpful things on the forums and make good projects, you will eventually become popular.
Also, have you considered how many people have projects with 1 view? With that many, a lot of people still won't get a chance.

There are way too many projects with little views for this to work - so many that if the projects were selected randomly from the list of Least Viewed, it'd look like Surprise Projects. That's how many of those projects there are.

That won't work at all. There are hundreds of projects with 0 views. Once it goes on the front page, at least one person will look at it. It will then go off of the front page, and it will never be seen again.

Interesting idea! We have already implemented something in a similar spirit.

The above is a link to a page that lists projects that have yet to be commented on. We made this so it would be easier to find projects by members who are just starting out, and don't yet have lots of connections to other Scratchers. So please try this link out, and add it to your bookmarks. It's a great way to meet new Scratchers and offer helpful tips on how they can develop their projects.
