It was available for a couple days, but it was just an error by the Scratch team. The user list is blocked now for anyone but admin, probably for privacy reasons.

Why? Because everyone had to link to it. It was allowed for a while before that (I did go to it before then) but since everyone started talking about it, it got blocked.

It wasn't supposed to be available in the first place. andresmh must have read the post and found out that users could see it, knew that the Scratch team let that one slip by, and just blocked it. Bottom line is that we weren't supposed to be able to see it. There could have never been a link to the list and it still probably would have been fixed.

What I meant by 'good people to hack' was 'people with power' (the moderators and Scratch Team).
