I keep hearing about flagging mischif that has to stop hints: what to flag m for mature or higher what not to flag: e10 or lower but people keep doing this mischif remember these for the future

Are you saying that you should flag only things above e10? That's not true. The project could be a copy, or it could just be pointless (and mean to someone). What is e10 rating to you? (just wondering)

I say that scratch is a site that should be un-violent, so anything violent should be flagged. There is no rating system on scratch, and I don't think ESRB spends any of their time making rations for this site.
