If you don't want to pay for a site you could get a free site at freewebs.com. They have a easy site builder so you don't have to know html or anything.

However if you really want a .com domain you are going to have to pay.

if you go to freewebs.com its 100% free
but your ardress will start with frewebs.com/whatever your site name is

You can pay for a premium account in Free Webs. Then, you can use HTML, that's what u se for layouts.
