Yes. My latest project contains 3 bits of art created in GIMP (the last 3). You can animate .gifs with it, which is an added bonus, and you have all the tools (I think) of Photoshop. Plus there is a pen in the shape of a pepper! It can detect pen pressure (when using a tablet) and velocity. You can use it with or without a tablet, and it still gives good effects. It's a little difficult to understand, but it's quite easy to use after you know what most of the tools do.

Yes, it is extreamly good and usefull.
To give you a basic idea of GIMP's capabilities here are a few simple examples of what I have done GIMP.
I also believe Nate3D uses GIMP for all of his logo requests.

Having used both GIMP and Photoshop before, I would have to say GIMP is pretty good. However, I will warn that learning how to use GIMP will be a bit of a steep learning curve - read through some GIMP tutorials first before diving right in.

Yes, GIMP is really good, as others have stated it can be quite hard to learn, but fortunately there are many tutorials on the Internet if you want to learn it quickly.
And if you don't like it you could always uninstall it.

Wrong.
If you've tried photoshop before Gimp, then you can see photoshop is way better and the transition is horrible
I'm speaking from personal experience
I downloaded Gimp on Friday, and I've learned to use most of it but photoshop still pwns it
Don't get me wrong, Gimp is good, but it's basically photoshop with less features
