I assume you are talking vector graphics and not number-vector-matrix variables. In that case the answer is NO. A vector Scratch would never run on the MIT OLPC (one laptop per child) machine or even on some older (often donated) PCs. There has to be some lowest - but not too low - common denominator functionality.
Slightly off topic, but given that the OLPC machine runs Linux I would have thought that Scratch on Linux would be a priority but given that OLPC will not really get off the ground this year, perhpas the teams target for this year is OK.
