Scratch

This is LIKE Rising Stars, only different. SHINING Stars aren't just based on popularity. Shining Stars are based on users this year that dedicated their time to making scratch a better place. A moderator would be a good example. Another good example is people who make very high-quality scratch projects. The user doesn't have to have joined in 2009 or have improved in 2009. They can be obvious or not-so-obvious. They can be someone who has always been a Shining Star or is starting to be one this year. Just by judging from what any user has done this year you should vote for them. Please do not vote for yourself and please do not vote for someone just because they are your friend. Vote for someone because they have dedicated much of their time to helping make scratch a better place for everyone. Only one vote per person. If a person is voted for who is not on the list, that person will be nominated, but not officially a candidate yet. When another person nominates that person, the person is an official candidate. Nominations are the same thing as votes, you can only do it once. You can either nominate someone or vote for someone, not both. The prize for the winner is honor, nothing else.
